fa بررسی اثربخشی تسهیلات بنگاه‌های زود‌بازده در صنعت فرش دست‌باف اقتصاد فرش علمی - پژوهشي Research <div style="text-align: justify;">بالا بودن نرخ بیکاری باعث شکل‌گیری طرح‌هایی در سطح ملی شده که یکی از آن‌ها طرح تسهیلات بنگاه‌های زود‌بازده بوده است. یکی از بخش‌های عمده که به استفاده از تسهیلات بنگاه‌های زود‌بازده پرداخته صنعت فرش دست‌باف بوده است. هدف اصلی این مطالعه بررسی اثربخشی تسهیلات بنگاه‌های زود‌بازده در صنعت فرش دست‌باف در استان‌های آذربایجان شرقی، خراسان رضوی و قم است. فاکتورهای بررسی اثربخشی شامل درآمد، هزینه، سود، تولید و اشتغال در سال‌های ۸۵، ۸۶ و ۸۹ بوده است. جهت محاسبه میزان اثربخشی تسهیلات بنگاه‌های زود‌بازده در استان‌های مذکور در این مطالعه از روش جور‌سازی استفاده شده است. بدین‌منظور جامعه آماری به دو گروه کنترل (افرادی که از اعتبارات استفاده نکرده‌اند) و تیمار (افرادی که از اعتبارات استفاده کرده‌اند) تقسیم شده است. نمونه‌گیری در این دو گروه با استفاده از روش نمونه‌گیری تصادفی ساده انجام شده است. نتایج مطالعه نشان می‌دهد پرداخت اعتبارات بنگاه‌های زود‌بازده در استان‌های قم و خراسان رضوی بر متغیرهای درآمد، هزینه، سود، تولید و اشتغال تأثیری نداشته اما در استان آذربایجان شرقی باعث افزایش معنی‌دار این متغیر‌ها شده است.</div> <div style="text-align: justify;">&nbsp;High unemployment rate in Iran has brought about some national projects of which one is Small and Medium Enterprises (SME) Credits. A main sector that uses SME credits is handmade carpet industry. The main purpose of this study is to investigate the effectiveness of SME credits in East Azerbaijan, Khorasan Razavi and Qom provinces of Iran. Investigating factors associated with effectiveness of SME credits were income, cost, profit, labor and production of carpet weaver households for the years 2006, 2007 and 2010. The effectiveness of SME credits was evaluated using matching estimators. To achieve the purpose, the statistical population was divided into two groups of Control (carpet weavers who do not used SME credits) and Treatment (carpet weavers who used SME credits) group. Sampling performed through simple random sampling in each group.
